The EURC is a stablecoin issued by Circle, the American company behind the USDC. The EURC is pegged to the price of the euro and is 100% backed by a reserve of euros managed by the company, which publishes a monthly report of its state.

A stablecoin is a type of cryptocurrency designed to have the same value as a given fiat currency, like the US dollar. Its purpose is to let users invest in and out of volatile crypto-assets easily while remaining on chain, to facilitate crypto payments, and to denominate the price of other tokens in currencies that people are familiar with.
The EURC is fully backed by a reserve of euros and is always redeemable 1-for-1 with euros. Moreover, it is regulated in the United States and published rather transparent reserve reports, so it's reasonable to say that the EURC is safe.
The EURC is designed to follow the price of the euro, it is therefore determined by it. Maintaining such peg mechanism is challenging, and it is possible for the EURC to deviate from the euro price for various technical or market reasons.
